Because, honestly, what could be worse than Jean-Claude Van Damme's acting? Twice as much of Jean-Claude Van Damme's acting. There are two stars of this movie and he is both of them. However, it does hit most of the tropes of boobs, fights, and guns. The only down side is that even with hitting all the tropes, it's still pretty unwatchable, even for a Jean-Claude Van Damme movie.
